Neal E. Stauffer was born in Tulsa, Oklahama, on February 29, 1956. He went to college and law school at the University of Oklahoma, where he was a member of Phi Eta Sigma and Phi Delta Phi.
Neal worked in the insurance industry for 10 years as both an agent and an adjuster before attending law school at the University of Oklahoma, College of Law.
